1.  Background

A humanitarian and developmental non-governmental organization, established in 2008 under official license No. (98/18) from the Ministry of Social Affairs and Labor. Since its founding, the organization has been dedicated to serving vulnerable communities across all governorates of Yemen through impactful humanitarian and development programs.

2.  Role Purpose

The FSL Project Manager –will serve as the operational and technical lead for the FSL project, ensuring the effective and timely implementation of all related activities. The role includes oversight of project implementation, recruitment, procurement processes, and coordination with other relevant sectors to ensure integrated programming.

The FSL Project Manager will play a key leadership role within the response team, focusing on capacity building and support to project staff, while ensuring alignment with donor guidelines, institutional frameworks, and best practices.

He/she will be primarily responsible for ensuring that all FSL interventions are of high quality, technically sound, and result-oriented. This will be achieved through close collaboration with the technical team to ensure adherence to standards and a focus on impact-driven outcomes.


 

3.  Responsibilities

The Project Manager will have the following key responsibilities:

 

Needs Analysis and Program Design:

Design and participate in required assessments, baselines and evaluations and learnings/researches.
Lead on technical FSL assessments (including market assessment) in coordination with other thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
Contribute to situation analysis and participate actively in developing food security and livelihoods strategy documents, program, and priorities.

 

3.1.   Project Planning and Coordination

      3.1.1 .Develop a detailed project implementation plan, including timelines, deliverables, and budget allocation(forecast).

      3.1.2.Work in align with other departments to prepare procurement plan, MEL Plan,….

      3.1.3.Coordinate with stakeholders and relevant government agencies to ensure smooth project implementation.

      3.1.4.Monitor project progress, identify any challenges or risks, and take appropriate actions to address them.

      3.1.5.Ensure effective coordination and communication among project staff, partners, and stakeholders.

3.2.   Financial and Administrative Management

Manage program budget lines and ensure proper and effective use of program resources,
Coordinate with the finance team to prepare and submit a timely financial

3.3.   Monitoring, Evaluation, and Learning (MEL)

Develop and implement a comprehensive MEL framework for the project, including monitoring tools, data collection methods, and evaluation plans.
Take steps to document lessons learned and work closely with MEAL team to ensure that these are properly done and documented

          

Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed and adjustments made to the project throughout implementation
Carry out regular implementation monitoring and submit relevant reports to the Programme Manager.
Monitor activities, overseeing the technical design, execution and evaluating progress, in addition to, monthly update of the work plan.

3.4.   Team Management and Capacity Building

Provide leadership and guidance to the project team, including FSL project team, and other staff members.
Conduct regular performance assessments to all direct report, and provide project staff mentoring and capacity-building support.

3.5.   Reporting and Communication

Prepare timely programme and donor reports on project activities in compliance with YKF requirements and any relevant external donor requirements..

Ensure of timely submitting any required report/update (like weekly and monthly progress reports, etc..).

4.  Qualifications and Experience

University degree in a relevant field (e.g., international development, project management). . A master’s degree is desirable.
Minimum of 3 years in Food Security and livelihoods including UCT; CCT; IGA; Village Savings and Loans Scheme (VSLS); CfW; CVA

Minimum of 2 years managerial experience,

Demonstrated experience in financial management, budgeting, and donor
Excellent leadership and team management
Strong analytical and problem-solving
Effective communication and interpersonal

A very good level of written and spoken English
